NSF to ban research collaborations with restricted Chinese entities
The NSF said its grant funding cannot be used for collaborations with organizations and personnel on US restricted-party lists, including Chinese universities and research institutions.
The US National Science Foundation will implement a new policy that bars collaborations funded by NSF grants with Chinese research institutions designated as restricted entities, as well as their employees. The agency notified the research community through a public notice posted on its website last week.
SCMP Economy reports the policy shifts NSF away from balancing security risks with the benefits of international collaboration, aligning with a broader congressional push by House Republicans to curb academic partnerships between China and the US.
The NSF said US authorities determined the restricted entities warrant limits on national security and other foreign policy grounds. The agency also described the restrictions as applying to collaborations using agency funds with organizations on US restricted-party lists, including Chinese universities and research institutions.
John Moolenaar, chairman of the House Select Committee on the Chinese Communist Party, said the change will protect taxpayer-funded research and innovation and argued that federal agencies should follow the lead of the Pentagon and NSF, according to SCMP Economy.
