Greystar hit with 114 complaints over alleged voucher discrimination

The Housing Rights Initiative says undercover tests since October 2025 found leasing staff allegedly rejecting Housing Choice Vouchers across six states and Washington, D.C., potentially implicating source-of-income protections.

Housing Rights Initiative filed 114 administrative complaints alleging that Greystar refused Housing Choice Vouchers at properties in six states and Washington, D.C. Housing Rights Initiative says the complaints were submitted to civil rights agencies in Virginia, California, Maryland, Hawaii, Michigan, and New Jersey, along with the District of Columbia.

The allegations center on “source of income” protection laws, which HRI says bar landlords from rejecting applicants who use rental assistance such as Section 8. HRI’s claims rely on an undercover testing campaign it said it conducted since October 2025, including calls to Greystar-managed properties asking whether vouchers could be used to pay rent.

According to the complaints, leasing staff allegedly told testers that vouchers were not accepted, imposed conditions on voucher holders, or refused to count voucher assistance toward minimum income requirements. HousingWire reports that the nonprofit also cited potential violations of state and local fair housing rules tied to lawful rental assistance.

Greystar is described as the largest apartment manager and owner in the U.S., managing more than 1.1 million units nationwide. That scale, according to HousingWire, makes the dispute a potential focus for state and local enforcement efforts targeting voucher denials.
