ROAD to Housing Act becomes law after Trump allows deadline to pass

The bipartisan bill passed the Senate 85-5 and the House 358-32, aiming to boost supply and reduce regulatory barriers, while expanding FHA financing options.

The 21st Century ROAD to Housing Act has become law after President Trump let a constitutional deadline pass without signing or vetoing the bipartisan housing package, HousingWire reported. The legislation cleared the Senate 85-5 and the House 358-32 before reaching the president’s desk.

Supporters said the measure is designed to tackle the housing affordability crisis by encouraging more housing production and limiting obstacles that can slow or restrict development. The bill also seeks to expand financing opportunities and increase access to homeownership, while limiting certain institutional investor purchases.

HousingWire said the act targets housing cost drivers including a shortage of available homes, with provisions such as streamlining portions of the federal review process for qualifying housing developments. The package also promotes manufactured and modular housing.

The bill includes an FHA small-dollar mortgage pilot program, increases FHA multifamily loan limits, and provides other steps intended to broaden options for borrowers, HousingWire reported. Sen. Mark Warner said the law is a win for families and highlighted support for veterans, renters, first-time homebuyers, and rural residents, while Rep. Mike Flood called it a bipartisan accomplishment that slashes red tape and lowers housing costs.
