Russia’s State Duma approves crypto market regulation bill
The bill, No. 1194918-8, would start key provisions on Sept. 1, 2026, after a transition period until July 1, 2027, pending President Vladimir Putin’s signature.
Russia’s State Duma has approved a bill establishing rules for the cryptocurrency market, creating a regulated framework for crypto activity inside the country and for cross-border trade, before it moves to President Vladimir Putin for signature. The legislation, titled “On Digital Currency and Digital Rights,” was passed in its second and third readings on Tuesday, according to official parliamentary records, after lawmakers scheduled the final votes. It sets conditions for operations by crypto exchanges, brokers, asset managers, and custodians, and includes requirements for companies operating in the sector. The bill would allow crypto assets to be used in foreign trade operations, while payments for goods and services inside Russia would remain prohibited. Its main provisions are expected to take effect Sept. 1, 2026, with a transition period until July 1, 2027. Cointelegraph reported that State Duma Financial Markets Committee chairman Anatoly Aksakov said lawmakers considered industry feedback “maximally” during the bill’s development, citing RBC Crypto.
