EU adds HTX and Huobi Global to Russia sanctions transaction ban
The EU said the listing will bar EU users from transacting with HTX starting August 23, without freezing its assets.
The European Union added HTX, the crypto exchange owned and advised by billionaire Justin Sun, to its 21st Russia sanctions package adopted Thursday.
HTX appears under its operator, Huobi Global SA, on an EU annex of firms the bloc said are significantly frustrating its Russia measures. From August 23, the EU will bar people in the bloc from transacting with the exchange, while stopping short of an asset freeze.
The EU move follows a UK designation of HTX in May that the exchange denies. Decrypt reports that the EU’s package, described as its largest batch of individual listings in four years with 218 names, also extended a transaction ban to 14 crypto-related service platforms based outside the EU, and added designations tied to the A7 cross-border network.
For the first time, the EU also raised the possibility of a full ban on a third country’s crypto services as a deterrent to jurisdictions the bloc says host platforms helping Moscow evade restrictions. EU foreign policy chief Kaja Kallas said the sanctions are meant to squeeze Russia’s economic foundations and its capacity to prolong its war.
