EU sanctions set Aug. 23 deadline for HTX crypto withdrawals

EU rules will restrict direct and indirect dealings with HTX from Aug. 23, with later withdrawals potentially requiring discretionary national authorization and an account exit.

EU sanctions rules will bar direct and indirect transactions with HTX from Aug. 23, after which some users seeking to exit the exchange may need authorization from a national authority, according to CryptoSlate.

The EU measure lists HTX as “HTX (HUOBI GLOBAL SA)” in Annex XLV of Council Regulation (EU) 2026/1848 and sets Aug. 23, 2026 as the date the restriction applies. Article 5ad prohibits transactions with the listed entity, and later amendments expand that prohibition to entities acting on behalf of or at the direction of a listed entity, plus certain mirror or successor providers.

CryptoSlate notes that withdrawals, payments, and other dealings covered by the rule must be completed before Aug. 23 or fit a specific exception. Regulation 833/2014 extends the sanctions approach within EU territory, and also reaches areas such as aircraft and vessels under member state jurisdiction, plus member-state nationals and companies operating from within EU member-state law.

After the start date, a member-state competent authority may authorize a transaction strictly necessary for an eligible person to withdraw funds or close an account with HTX, but the authorization is discretionary, may include conditions, and does not permit continued trading. CryptoSlate adds that the provision covers EU, EEA, and Swiss nationals, and certain residents, while a request must be filed within three months after the ban starts and the authorization itself can remain valid for up to three months.
