Bitwise’s Matt Hougan says SEC and CFTC guidance can carry crypto
Hougan links the industry’s outlook to the SEC and CFTC, while noting Congress faces an Aug. 5 deadline to advance the CLARITY Act before the summer recess.
Bitwise chief investment officer Matt Hougan said crypto may keep moving forward even if Congress does not pass the CLARITY Act this year, arguing that regulatory guidance from the SEC and CFTC could provide needed direction.
Hougan warned that a failure to pass the bill this week would leave it in a “walking dead” state, stalled rather than permanently defeated, as the Senate confronts an Aug. 5 deadline to advance the measure before its summer recess.
Cointelegraph reports that market expectations have cooled, with Galaxy Research lowering its odds of passage in 2026 to 30% and Polymarket placing the probability at 23%.
The article also cites concerns that Senate Democrats could deny cloture for the crypto bill if there is no sign of progress from the White House on a bipartisan ethics deal and movement on illicit finance and stablecoin yield, while Hougan said there is still a possibility of passage later, including in September or during a December lame-duck session.
