Putin signs Russian crypto law, core rules start in September 2026
The law limits retail investors to buying approved crypto assets through intermediaries, capped at 300,000 rubles ($3,700) per intermediary each year.
Russian President Vladimir Putin has signed a crypto law that sets market rules for cryptocurrency exchanges, custodians, brokers, and other service providers in Russia, according to Cointelegraph. The legislation, titled “On Digital Currencies and Digital Rights” and numbered bill No. 1194918-8, was signed into law on Tuesday, with the State Duma citing official records.
The measure requires crypto exchange operators to meet regulatory requirements and join a financial market self-regulatory organization. It also restricts retail investors to buying only approved crypto assets through intermediaries, with an annual cap of 300,000 rubles, about $3,700, per intermediary.
Qualified investors will be able to purchase any cryptocurrency without these retail limitations. The core provisions are scheduled to take effect on Sept. 1, 2026, while some elements, including rules for non-resident digital depositories, are set to begin on July 1, 2027.
Cointelegraph also notes that the law keeps a ban on using crypto assets to pay for goods and services inside Russia. The Bank of Russia will oversee the regulated crypto market, issue related rules, and determine which crypto assets licensed intermediaries can offer.
