NYC makes embodied carbon eligible under C-PACE for office conversions

The city said the update takes effect as Manhattan has 19.2 million square feet of office-to-residential conversions underway, supported by a separate 467-m tax break.

New York City expanded its Commercial Property Assessed Clean Energy, or C-PACE, financing program to make embodied carbon eligible, a first for any U.S. city, according to HousingWire. The change is intended to support costlier office-to-residential conversion work as rising expenses and tighter inspection scrutiny weigh on projects.

Embodied carbon refers to emissions already locked into a building’s existing concrete, steel and glass. NYC is the only municipality nationwide to implement this embodied carbon eligibility change, HousingWire said, with Colorado the only state where embodied carbon is included in law.

The policy update comes shortly before safety and cost concerns emerged last month at one of the city’s major conversion projects, when inspectors swept through other projects and found issues but determined none posed a hazard to public safety. HousingWire added that the broader episode highlighted how conversions can cost more than planned and financing can be difficult to secure.

HousingWire said Manhattan has 19.2 million square feet of conversions underway, citing Avison Young’s second-quarter 2026 Manhattan office report. It also linked current momentum to a state tax break, the 467-m program, which exempts qualifying conversions from property taxes for up to three years during construction and can extend exemptions for 25 to 35 years afterward if at least a quarter of units are income-restricted.
