Heights Advisors seeks permits for 606 affordable units in Bronx
The project would be a 21-story mixed-use building totaling 515,063 square feet, with 503,095 square feet for residences and 11,968 for commercial space.
Heights Advisors, a Brooklyn-based development and investment firm led by founder and president Rachel Foster, has filed a land use application with New York City Department of City Planning to build 606 affordable housing units in the Bronx’s Soundview neighborhood.
The filing seeks a zoning amendment and a special permit for a 21-story mixed-use building at 945 White Plains Road, and it initiates the Uniform Land Use Review Procedure, which typically takes about seven months of public review, including hearings before final votes by the City Council and the City Planning Commission.
If approved, the project would cover 515,063 square feet in total, including 503,095 square feet of residential space and 11,968 square feet of commercial space. The developer is also seeking construction financing through the New York City Department of Housing Preservation and Development’s New Construction Finance Program, which provides funding for 100 percent affordable multifamily rental projects, according to the application.
Of the 606 planned units, approximately 152 are set to be affordable. The company is the ground lessee of the site on a 99-year ground lease, and it was unclear whether it plans to demolish existing retail that currently includes Modell’s Sporting Goods and GameStop.
