Coinbase, Circle and Bullish jump ahead of Sept. 15 Clarity Act vote
Clear Street analyst Owen Lau linked the rally to shifting money out of AI stocks and renewed optimism for the Digital Asset Market Clarity Act after a Sept. 15 procedural vote was set.
Coinbase, Circle and Bullish rose sharply as investors looked toward a key Senate procedural vote for the Digital Asset Market Clarity Act scheduled for Sept. 15, with COIN up about 8% and BLSH up about 8% while CRCL gained nearly 10% on the day, according to CoinDesk.
CoinDesk reported that Clear Street analyst Owen Lau said the moves may reflect investors rotating out of AI-related stocks after a strong run and into other parts of the market, alongside fresh optimism that the Clarity Act can advance in September.
Lau also pointed to optimism expressed by Senators Tim Scott and Cynthia Lummis and White House crypto adviser Patrick Witt, who said they remain cautiously optimistic about the bill’s progress.
CoinDesk added that the Senate Banking Committee chair Scott said the bill has a “really good shot” of moving forward in September and noted the only remaining questions are how to get it to the finish line and when it happens, with the Sept. 15 procedural vote serving as a test of whether supporters have the votes to advance the legislation.
