Gallego warns rushed CLARITY Act vote could delay crypto legislation

Gallego said the White House has not provided point-by-point feedback on proposed ethics language ahead of a September Senate vote.

Democratic Sen. Ruben Gallego warned that rushing the CLARITY Act to a Senate vote before lawmakers settle disputes over ethics and stablecoin yield could set U.S. crypto market structure legislation back, according to remarks reported by Cointelegraph.

Speaking at the SALT Wyoming Blockchain Symposium, Gallego urged the industry to encourage continued negotiations rather than an immediate vote, citing remaining steps lawmakers still must complete, including resolving the bill’s Agriculture Committee portion, assembling the broader package, and determining how to send it to the House.

Gallego said procedural timing could matter for Senate passage because negotiators would need to build a bipartisan coalition to reach the 60-vote threshold, and he cautioned that any premature movement would worsen delays.

He also said he and Republican Sen. Thom Tillis submitted compromise ethics language to the White House before the congressional recess, but received no point-by-point response, and noted that without sufficiently strong ethics restrictions, it would be harder to attract Democratic support.
