Trump urges Senate passage of the CLARITY crypto market bill
The Digital Asset Market Clarity (CLARITY) Act cleared the House in July 2025 but has been stalled in the Senate for months, with concerns cited about tokenized equities and stablecoin rewards.
US President Donald Trump urged lawmakers to pass a crypto market structure bill during a Wednesday White House press conference with crypto executives, including Coinbase CEO Brian Armstrong and Gemini co-founders Cameron and Tyler Winklevoss.
Trump said Congress should move forward with a “fair version” of the Digital Asset Market Clarity (CLARITY) Act to help keep the US “ahead of China.” He also noted the bill passed the House of Representatives in July 2025 and has been stalled in the Senate for months.
Armstrong said the legislation would make US crypto policy “durable into the future,” and he suggested it could gain “more than 60 votes” if the Senate addresses a cloture motion on Sept. 15. Trump added he expects the measure to be supported by lawmakers across party lines, saying “a lot of Democrats” back it.
The push came as regulators prepared for additional crypto-focused steps, including a CFTC Innovation Advisory Committee meeting scheduled before Congress returns, and alongside an SEC proposal that would offer companies a safe harbor from certain “investment contracts” treatment for some tokens and provide exemptions tied to token issuance.
