ECB sets eligibility rules for using corporate credit claims as collateral
The ECB said technical implementation for permanently integrating non-financial corporate credit portfolios into the Eurosystem general collateral framework is planned for November 2027 at the earliest.
The European Central Bank published a set of Governing Council decisions related to Eurosystem collateral, banking monitoring publications, and operational calendars, spanning June and early July 2026.
On 24 June 2026, the ECB decided on eligibility criteria and a risk control framework to permanently integrate portfolios of non-financial corporate credit claims into the Eurosystem general collateral framework, completing a process that phases out temporary collateral measures that had allowed a wider range of such claims.
The ECB said the change brings the euro area back to a single list of eligible collateral, with technical implementation planned for November 2027 at the earliest.
Separately, on 18 June 2026, the ECB approved publication of its 2025 Bank Treasurer Survey Report, based on responses from 184 banks representing about 72% of euro area banking assets and central bank reserves, and on 9 July 2026 it approved a dedicated issuer group category for NFC financial subsidiaries within the collateral framework.
