ACA marketplace premiums set for another double-digit rise in 2027
A KFF analysis of 276 insurers projects a national median proposed premium increase of 15% for 2027, after a finalized 20% median increase in 2026.
The Affordable Care Act marketplace is heading into a second consecutive year of double-digit premium increases, with insurers citing how the risk pool changed after enhanced premium tax credits expired at the end of 2025. According to Insurance Business, millions of healthier, younger enrollees dropped coverage when the credits lapsed, leaving an older and sicker mix that insurers then priced into 2027 rate filings.
A KFF analysis covering 276 insurers with publicly available filings across all 50 states and the District of Columbia found a national median proposed premium increase of 15% for 2027, after a finalized median increase of 20% in 2026. The story notes that the proposed rates are subject to state regulatory review, and final 2027 rates are expected before open enrollment begins November 1.
The rate outlook varies by state. Ohio’s remaining marketplace insurers are proposing an average 14.7% increase for 2027, while Georgia Access exchange increases are reportedly on track to reach 20% or more, and Florida insurers are projecting another round of double-digit hikes, the outlet said.
Insurance Business also points to enrollment declines after subsidy changes. KFF reported that open enrollment sign-ups fell to 23.1 million from 24.2 million in 2025, and effectuated enrollment dropped further to 19.2 million by February 2026; young adults and people with incomes just above the subsidy cliff drove much of the decline. As more enrollees shifted to higher-deductible options, the bronze-plan share rose from 30% to 40% and average deductibles reached a record $3,786, up $1,027 from 2025.
