Ethereum Foundation targets December 2029 for quantum-resistant Layer 1
The Protocol cluster marked only two Hegotá upgrade proposals as “must ship,” FOCIL and Frame Transactions, while declining a validator reward reduction plan.
The Ethereum Foundation’s Protocol cluster has set a December 2029 target for making Ethereum’s Layer 1 quantum-resistant, covering execution, consensus, and data, and is using that deadline to narrow the scope of Hegotá, the upgrade planned after Glamsterdam.
In a companion assessment of Hegotá-related work, the cluster graded all 62 Ethereum Improvement Proposals and designated only two as “must ship”: EIP-7805 (FOCIL) and EIP-8141, which introduces Frame Transactions. The cluster declined a controversial proposal aimed at reducing validator rewards.
The Foundation said its S-tier designation corresponds to proposals that must ship, while A-tier items are high priority and expected to ship. It described B-tier proposals as being “on the bubble,” with review dependent on devnets that include all S- and A-tier proposals being functional and stable.
On quantum readiness timing, the Foundation said the target is fixed rather than tied to an expected arrival date for a cryptographically capable quantum computer, and it is planning for “Q-day” as early as 2030, with an acknowledgment that it may arrive later or not at all. It added that the deadline will be treated as non-negotiable at least until a reassessment with outside experts in January 2027, and it outlined post-Glamsterdam readiness requiring either an average 7.2-month cadence across five forks or a two-fork fallback milestone with reduced guarantees.
