a16z and the DeFi Education Fund have asked the SEC to carve out a safe harbor for decentralized exchange activity, proposing a rebuttable presumption that decentralized exchange protocols and their front ends are not exchanges under the Exchange Act.
In a separate letter filed the same day, a16z pressed the SEC to build a registration regime for centralized crypto trading platforms, modeled on the 1998 alternative trading system rules.
The filings are dated Sept. 14, three days before the SEC issued its Innovation Exemption for tokenized stock venues, according to The Defiant.
