Florida homeowners doubt insurance recovery despite improved insurer results

A new Florida survey found 55% of policyholders see no sign the market is improving, even as regulators reported a pooled combined ratio of 83% in 2025.

Florida policyholders are signaling continued skepticism about the state property insurance market, according to a survey of 1,511 homeowners published by the South Florida Sun Sentinel and Orlando Sentinel. Results showed 55% of respondents saw no sign of improvement, while 26% said conditions were getting worse.

Insurance Business reports the survey was published the same day the newspapers released a 2022 consultant analysis of what Florida insurers paid to their affiliated companies. Florida regulators had not previously released the analysis, and the Florida Senate had demanded the papers destroy their copy.

The article links the customer sentiment to regulator figures showing financial improvements. In its July 2026 Property Insurance Stability Report, the Florida Office of Insurance Regulation said domestic property insurers posted a pooled combined ratio of 83% in 2025, their best in more than a decade. The report also referenced the approval of 21 new residential property insurers.
