Newsom signs SB 1116 to expand California starter home approvals
The new law preserves a ministerial approval path for small-lot for-sale projects up to 10 homes and requires cities to submit ordinances to HCD within 60 days.
HousingWire reports that Gov. Gavin Newsom signed SB 1116 to strengthen California’s starter home framework by expanding the kinds of small-lot projects that qualify for streamlined, ministerial approvals.
The bill removes a 5-acre cap and limits local standards that can reduce housing yield on qualifying projects, while keeping the approval pathway for for-sale developments and small-lot subdivisions of up to 10 homes.
HousingWire also reports that SB 1116 requires cities to submit updated ordinances to the state’s housing department, HCD, within 60 days.
According to HousingWire, the legislation passed both chambers without a single no vote and was signed as part of a broader effort to increase housing production in California.
