AI data center projects face local blocks, pushing demand for power
In the first three months of 2026, communities have blocked or delayed more than $130 billion of AI data center projects, and several refusals cited water and grid upgrade costs.
Communities across the United States have blocked or delayed more than $130 billion in AI data centers in the first three months of 2026, according to OilPrice. The pushback has targeted large hyperscaler and big tech plans, including a case where Google pulled a roughly $1 billion data center proposal outside Indianapolis before a city-county council vote.
The outlet says the rejections are increasingly tied to similar concerns: higher electricity bills that fund grid upgrades needed by hyperscalers, and millions of gallons of water required for cooling. It points to Tucson, Arizona, where the city council voted unanimously to oppose Amazon’s “Project Blue,” a $3.6 billion campus, after local fears about water use and rising costs.
In contrast, OilPrice highlights Bitzero, which the outlet says controls more than a gigawatt of low-cost, clean power capacity in Norway and Finland that was permitted before the backlash started. It reports Bitzero signed a binding 15-year lease worth roughly $2.6 billion in May and began trading on Nasdaq on June 9.
OilPrice frames the local blocks as a problem for where AI infrastructure can be built, saying rejected AI capital may shift to regions where power is cheaper and more available, effectively redirecting where energy demand is expected to grow next.
