Lawmakers urge Senate vote on CLARITY Act before August recess

House Financial Services chair French Hill said the bill would address current ethics objections by placing digital asset activity under a clearer regulatory framework.

U.S. representatives are pressing Senate leadership to schedule a floor vote on the Digital Asset Market CLARITY Act in July, ahead of the August recess, arguing the proposal would create a more transparent crypto market framework. According to Bitcoin Magazine, Rep. French Hill, who chairs the House Financial Services Committee, urged a timeline that would force final negotiations and consensus before lawmakers leave.

Hill said the bill is meant to resolve ethics concerns that have been used to block the measure, rather than deepen them. He also pointed to the House having passed the CLARITY Act about a year earlier, noting that 78 Democrats supported it.

Critics, the outlet said, have raised concerns tied to President Trump’s crypto ventures, including $TRUMP meme coin licensing and World Liberty Financial token sales, citing a July 1 financial disclosure that tied those activities to about $1.4 billion in 2025 income. Hill argued that, if enacted last summer, the legislation would place meme coin issuance, co-investment, and use of exchanges under a regulated market framework.

Bitcoin Magazine also reported that Hill plans a field hearing in New York next week led by digital asset stakeholders, and that he framed CLARITY as the complementary “missing half” to the GENIUS Act stablecoin law enacted last year. He likened stablecoin regulation to a device without a connected network, saying the CLARITY Act would provide that broader market framework.
