Hong Kong police chief backs appraisal reform that blocks pay rises

The reform will withhold pay increases from the bottom 5.0% of performers, and management said it will intensify internal efforts to explain the change to staff.

Hong Kong Police Commissioner Joe Chow Yat-ming backed a government reform to the service’s appraisal system that will deny pay rises to the bottom 5.0% of performers, despite concerns raised by frontline officers, according to SCMP Economy.

Chow said he believes colleagues should support a fair appraisal system, and that they should understand when performance is not up to standard or does not merit a pay increase.

He added that management will keep explaining the new policy to staff through internal channels, and said he appreciated the concerns that employees had voiced.
