Hong Kong gazettes law for joint immigration checks at Shenzhen crossing

The Huanggang Port Hong Kong Port Area Bill sets up a joint inspection checkpoint model expected to reduce clearance times from 30 minutes to five.

Hong Kong authorities have gazetted a bill that will regulate an upgraded border crossing with Shenzhen, providing the legal framework for a joint clearance model aimed at speeding up passenger processing. The Huanggang Port Hong Kong Port Area Bill is designed to enable co-location arrangements at the border, with departure and arrival clearance handled at a single checkpoint rather than separate counters.

A Security Bureau spokesman said the upgraded port’s official opening date has not yet been finalized with mainland Chinese authorities, adding that the date will be agreed by the Guangdong and Hong Kong governments. The bill, once implemented, would allow travelers to present only the travel document required for their destination at the checkpoint.

The legislation is scheduled to be tabled at Hong Kong’s Legislative Council on Wednesday for its first and second readings. Before the local bill, the National People’s Congress Standing Committee authorized Hong Kong’s jurisdiction over part of the port area on June 26.

Officials said the joint inspection approach is expected to cut clearance times from about 30 minutes to five, supporting the broader effort to streamline cross-border travel between the two jurisdictions.
