Hong Kong rolls out digital education blueprint as AI reshapes schooling

A Hong Kong Foundation survey found 66% of teachers use AI tools, but adoption varies widely, from about 89% in ICT to 44% in math.

Hong Kong has introduced a Blueprint for Digital Education Development in Primary and Secondary Schools, positioning AI literacy and digital resources as part of the territory’s education overhaul. The plan was launched last month ahead of Digital Education Week and centers on students, with teachers, schools, and society taking supporting roles, according to SCMP Economy.

The blueprint incorporates input from educators and researchers, including an AI pedagogical framework, a plan to build a shared resource platform, and progressive AI literacy training for teachers. It also aims to rethink how subjects are taught and how learning is assessed, SCMP Economy writes.

While adoption is already emerging in classrooms, SCMP Economy cites a Hong Kong Foundation survey conducted between July and December 2025 showing that two-thirds of teachers say they integrate AI tools in their classrooms. The share varies by subject, with about 89% of information and communication technology teachers reporting AI use, versus around 70% for languages and science.

SCMP Economy notes that mathematics teachers report lower integration at about 44%, with the figure falling to 40% for visual arts, music, and history. The outlet adds that publishing the blueprint is only an initial step, warning that without sufficient support, calls for greater AI use could turn into symbolic gestures or meet resistance from already busy teachers.
