Bitcoin tops $66,000 amid White House ethics deal on CLARITY Act

The reported White House agreement targets ethics language in the Senate CLARITY Act, a step that could help determine whether the bill clears a tight vote.

Bitcoin rose above $66,000 on Tuesday to a seven-week high as reports circulated that the White House reached an agreement on ethics provisions in the CLARITY Act, a US crypto market structure bill under Senate consideration, Cointelegraph reported.

According to a Punchbowl report cited by Cointelegraph, White House officials met with Republican Senators Cynthia Lummis and Bernie Moreno to agree on ethics language for the Digital Asset Market Clarity Act. Neither Lummis nor Moreno publicly detailed the deal, and the report suggested it could affect US President Donald Trump’s crypto investments.

The CLARITY Act passed the House of Representatives in July 2025 as part of Republicans’ “Crypto Week” agenda, but it has faced delays in Congress. Cointelegraph said lawmakers raised concerns about ethics, tokenization and stablecoin rewards, and protections for developers from enforcement actions.

Cointelegraph added that many expect the Senate to take up the bill before the chamber breaks for August state work periods, though as of Tuesday no vote appeared on the congressional calendar and the bill text had not been made public. The outlet also noted uncertainty around whether the measure can reach the 60-vote threshold in the Senate given Democratic concerns about conflicts of interest with the Trump administration.
