Hong Kong stays 17th in QS Best Student Cities as costs bite

QS said Hong Kong’s affordability ranked 86th out of 150, with average international tuition around US$18,900 per year, the highest in East Asia.

Hong Kong retained its 17th place in the QS Best Student Cities list for 2027, with Quacquarelli Symonds pointing to affordability and tuition costs as ongoing headwinds for international applicants.

According to QS, Hong Kong ranks weakest on affordability at 86th out of 150, and international tuition across its ranked institutions averages about US$18,900 a year, the highest among East Asian cities in the ranking and more than double Tokyo’s figure.

QS also cited limited international diversity and a persistent shortage of student accommodation as other challenges affecting the city’s appeal for students.

In the overall rankings, Seoul topped the list for a second straight year, followed by Tokyo and London, while Singapore ranked 11th.
