China targets 725 million tonnes of grain capacity under 15th Plan
China’s 15th Five-Year Plan raises its grain production goal to 725 million tonnes and also calls for adding 50 million tonnes of capacity via new action plans.
China is aiming to lift total grain production capacity to 725 million tonnes under its 15th Five-Year Plan, according to a report cited by the Foreign Agricultural Service of the US Department of Agriculture. The plan, titled 15th Five-Year Plan for Accelerating the Modernization of Agriculture and Rural Areas from 2026 to 2030, centers agricultural growth on technology across the value chain, from improved seeds and upgraded equipment to artificial intelligence, while also looking to diversify agricultural imports and build internationally competitive domestic enterprises.
The USDA’s Foreign Agricultural Service said the initiative is part of a broader shift toward “systemic modernization” by 2035, replacing an earlier “transition period.” It prioritizes expanding supply capacity for key grain and oilseed crops through efficiency improvements that combine upgraded farmland, better seeds, advanced machinery, and modern farming practices.
World Grain also pointed to concrete steps under the plan, including a new action to increase grain production capacity by an additional 50 million tonnes. The report said the approach expands beyond quantity to a broader food view, emphasizing supply chain resilience and “eating well,” while maintaining a long-term food security foundation and raising the target above the 650 million tonnes “bottom line” set under the 14th Five-Year Plan.
