Pentagon adds Fudan and Shanghai Jiao Tong to research risk list
The updated Section 1286 list covers 88 mainland China institutions and restricts US Department of Defense funded researchers and equipment use starting in the 2026 financial year.
The Pentagon has expanded its foreign research risk blacklist by adding Fudan University and Shanghai Jiao Tong University, extending US research security restrictions to two major Chinese civilian universities, according to SCMP Economy.
The update raises the count of mainland China institutions identified on the Section 1286 list to 88, and bars US Department of Defense funded researchers from collaborating with listed institutions or using their equipment under rules that take effect in the 2026 financial year.
The Section 1286 register was created under the 2019 National Defence Authorisation Act to flag foreign universities and research institutions the Pentagon says have engaged in activities that increase risks to US government funded research and national security.
The Pentagon said the additions are part of a broader effort against what it describes as unwanted Chinese influence and technology transfer, and it cited concerns such as sensitive technology transfer, links to foreign military or intelligence bodies, and participation in state backed talent recruitment programmes, without detailing evidence for specific institutions.
