EU adds HTX exchange to sanctions list tied to Russia war

The European Council amended its Russia sanctions to include HTX, which had already been sanctioned by the UK in May.

Cointelegraph reports that EU authorities have added crypto exchange HTX, formerly Huobi Global, to a sanctions package targeting Russia amid its war on Ukraine. In a Thursday decision, the European Council amended earlier measures to include HTX among 18 entities providing crypto-asset or payment services outside the European Union that officials said significantly frustrate EU prohibitions.

The listing targets entities described as enabling a financial lifeline for Russia’s war, including through connections to the Russian central bank’s transfer of financial messages system or by facilitating circumvention of EU restrictive measures. EU officials said the measures aim to prohibit transactions between those listed entities and EU operators.

The sanctions action also arrived the same day EU officials said they would prohibit Belarusian nationals and residents from owning, controlling, or managing crypto exchanges and digital asset service providers, in line with the EU’s Markets in Crypto Assets, or MiCA, framework.

Cointelegraph notes the UK government imposed similar sanctions on HTX in May, citing “reasonable grounds to suspect” the exchange supported Russia’s government using financial services and funds facilitated by sanctioned entities.
