Honolulu cuts permit decision times for smaller homes with CivCheck AI
Using CivCheck, the city reduced average permit decision times to 32.5 days from 73 days for smaller residential projects, with plans to expand the tool to commercial and larger developments.
Honolulu has moved to modernize its housing permitting process with an AI software tool called CivCheck, replacing legacy systems that had contributed to long review delays. HousingWire reports the city began the switch in August 2025 as part of efforts to streamline development timelines.
According to Q1 2026 data cited by HousingWire, permits processed through CivCheck saw average decision times fall from 73 days to 32.5 days for smaller residential projects. The faster process currently applies to single-family homes, duplexes, ADUs, additions, and similar residential work.
HousingWire also notes that the city had faced severe permitting backlogs, with single-family permits sometimes taking two years or more under earlier systems. The report links those delays to broader challenges that included COVID disruptions, staffing shortages, outdated technology, and federal allegations from 2021 involving alleged bribery to expedite or influence permits and inspections.
Honolulu is now looking beyond residential scope, with expansions planned for commercial and larger developments, HousingWire said. The publication also references Civil Beat reporting that residential permitting time still averaged about eight months as of early 2025.
