ASEAN faces doubts over South China Sea code despite push to finish

Analysts warn the pact may be broad and symbolic as gaps persist, but officials say they still aim to complete negotiations within the year.

ASEAN has signaled optimism that a long-awaited South China Sea code of conduct could be concluded by the end of the year, but observers see significant hurdles remaining between ASEAN and China, particularly between Beijing and the Philippines, according to SCMP Economy.

At the 59th ASEAN Foreign Ministers' Meeting last Thursday, ASEAN officials said all parties intended to finish the code within the year, and ministers said in a joint communique they welcomed sustained positive momentum and significant progress in talks.

SCMP Economy reports that analysts said any consensus is likely to be broad and symbolic, with “negotiation fatigue” a risk, even as dialogue remains important to keep channels open.

The communique also said ministers looked forward to continued efforts to conclude negotiations for an effective and substantive code of conduct in accordance with international law.
