Senate move on Digital Asset Market Clarity Act faces tight timeline

As of July 31, the Senate had not filed a motion to proceed, and ethics remains the biggest unresolved issue for the bill’s progress toward passage in 2026.

CoinDesk reports that the Senate’s summer break, expected to begin in about a week, is compressing the timeline for the Digital Asset Market Clarity Act, with the first required step through the chamber not yet underway as of Friday, July 31.

According to CoinDesk, the Senate had not filed a motion to proceed for the bill, and industry sources cited in the newsletter say a procedural vote this week could potentially set up further action when the Senate returns from recess in September.

CoinDesk also reports that Senators Ruben Gallego and Thom Tillis sent a revised ethics provision to the White House after drafting a compromise the day before, and that as of midafternoon on Friday the White House had not officially responded.

The newsletter says ethics is the largest outstanding issue, while other negotiated topics, including stablecoin reserves and yield, law enforcement authorities, and certain Agriculture Committee provisions related to the Commodity Futures Trading Commission’s remit, are viewed as comparatively less complex; if the White House signs off, negotiators expect the bill could advance at least into the first part of the cloture process, though completing the full Senate path by the end of the week is unlikely.
