CLARITY Act faces Senate timing squeeze before August recess
The Senate has five scheduled weekdays to act before Aug. 10 recess, and passage would still require 60 votes to end debate plus House agreement on the final text.
The CLARITY Act is entering the Senate’s final scheduled week before the August recess, but it has not yet appeared on the Monday floor schedule, leaving advocates facing a tight window for floor action.
According to CryptoSlate, Aug. 7 is the last scheduled weekday before recess begins Aug. 10 and runs through Sept. 11, which means senators have only five weekdays to produce procedural steps before the break. A missed window would push the fight into September, when the Senate calendar could make additional floor time harder to secure.
The measure already cleared the House, where it passed 294-134 on July 17, 2025, and the Senate Banking Committee advanced its version 15-9 on May 14, 2026. The merged text released July 22 by Sen. Cynthia Lummis is the current negotiating draft, and procedural progress would require first adopting a motion to proceed and then clearing a cloture vote threshold.
CryptoSlate also reports that investors are focused on the vote math and two main sticking points, bank opposition to stablecoin rewards and Democratic resistance to the ethics language. The outlet notes that Republicans hold 53 seats, so clearing debate would require at least seven additional votes from Democrats or Democratic-aligned independents, and Galaxy estimated roughly 30% odds for 2026 passage on July 25. Even if the Senate passes the bill, it would still need House approval of the Senate text or reconciliation of differences before the president could sign it.
