OKX executive doubts Clarity Act will pass and flags bitcoin risk

CoinDesk reports OKX executive Haider Rafique says the bill's market upside is already reflected in bitcoin, with potentially sharper downside if it fails.

OKX’s Haider Rafique said he is increasingly skeptical that the Clarity Act, a major U.S. crypto market structure bill, will clear Congress this year, citing political incentives ahead of the midterms. CoinDesk reports Rafique argues Democrats have little reason to hand Republicans a large legislative win on a highly polarizing issue.

Rafique also said the positive impact many in the industry expect is already reflected in bitcoin’s price, leaving only modest upside if the legislation passes. He warned that if the bill does not move forward, the downside could be sharper than investors are currently pricing in.

CoinDesk reports Rafique spoke ahead of the Senate’s decision not to vote on the bill this month, with the next potential window tied to when the Senate returns in September.

Beyond the legislation, Rafique outlined OKX plans to expand its partnership with Intercontinental Exchange, including bringing tokenized equities, futures and other traditional financial products onchain.
