EU’s PPWR rules take effect, raising packaging compliance pressure on China

The EU regulation became applicable across the bloc on Wednesday, requiring compliance for every packaging item sold in the EU market.

South China Morning Post reports that the European Union’s Packaging and Packaging Waste Regulation, known as PPWR, became applicable across the bloc on Wednesday, creating a new compliance burden for Chinese exporters alongside broader Beijing Brussels trade tensions.

The rules replace a 1994 packaging directive and set requirements for every piece of packaging placed on the EU market, covering areas including chemical restrictions, recyclability, and producer responsibility, according to the European Commission.

The regulation is designed to reduce the volume of packaging and waste generated, lower use of primary raw materials, and support a transition to a more sustainable and competitive economy, the outlet said.

The prior EU framework allowed member states to set their own packaging rules, which could let companies find entry points with relatively lenient standards, said Zhou Mi, a researcher at a think tank under China’s Ministry of Commerce, as cited by SCMP Economy.
