NYC tenant groups urge dismissal of landlord bid to overturn rent freeze
In filings, tenant advocates say 45% of rent-stabilized households are rent-burdened and that fewer than 10% of stabilized buildings report negative operating income.
Tenant groups have joined the court challenge to New York City’s rent freeze for rent-stabilized apartments, arguing landlords are wrong to seek dismissal of a petition that claims the Rent Guidelines Board decision was unlawful.
According to HousingWire, the Rent Guidelines Board voted in June to set a 0% increase for one- and two-year lease renewals starting October 1, a move tenant advocates say was supported through seven public meetings, four hearings, and expert testimony.
In a Thursday filing, Tenants and Neighbors and the Metropolitan Council on Housing disputed landlords’ claims that rents should rise, citing affordability pressures. The filing says more than 45% of rent-stabilized households are rent-burdened, with more than 27% severely burdened.
The tenant groups also argued landlord hardships are overstated, pointing to data they say show fewer than 10% of stabilized buildings report negative operating income and citing Fiscal Policy Institute testimony that operating income across the sector has climbed 56.6% after inflation over the past 25 years.
