Galaxy cuts CLARITY Act chances for 2026 to 10%
Galaxy says the Senate will have only about two to three weeks after it reconvenes on Sept. 14, making passage in 2026 contingent on speed.
Galaxy Digital has lowered its estimate for the US Digital Asset Market Clarity, or CLARITY, Act’s chances of passing in 2026 to 10%, citing unresolved political and regulatory issues.
The firm warned that when the Senate reconvenes on Sept. 14, lawmakers may have only about two to three weeks to move the bill. Galaxy head of firmwide research Alex Thorn said that unless an initial motion to proceed vote happens immediately, the CLARITY Act could pass the Senate only if it effectively takes up most of the remaining working session.
Galaxy pointed to multiple sticking points that still need resolution, including ethics rules for government officials’ involvement in crypto and pressure from banks related to stablecoin yield provisions.
The CLARITY Act is intended to create a first regulatory framework for digital assets in the US, but it has faced criticism after clearing the Senate Banking Committee in May. Galaxy also referenced opposition over stablecoin yield terms, with many Democrats and the banking industry arguing the bill would let crypto firms offer yields without the same requirements imposed on banks.
