21st Century ROAD to Housing Act faces major HUD implementation hurdles

The outlet says more than 50 provisions need new HUD rulemaking, administrative procedures, or federal guidance before the law can translate into additional homebuilding or family benefits.
HousingWire points to the Housing Opportunity Through Modernization Act, which became law in 2016, as an example of how long implementation can drag on, noting final HOTMA regulations took seven years and remain unfinished.
The column also calls for early, public collaboration with practitioners who use HUD programs in daily operations, arguing that relying on understaffed agency staff alone and layering reviews and bureaucracy can create friction that undermines the intended outcomes.
