Ride-hailing firms seek Hong Kong access ahead of licensing rollout

Hong Kong’s transport minister said more than 7,500 people have applied for a combined taxi and ride-hailing vehicle written test, signaling early demand for the new rules.

More ride-hailing platform operators from mainland China and Southeast Asia have approached the Hong Kong government about entering the city ahead of the launch of licensed operations, Hong Kong’s transport minister said, according to SCMP Economy. Secretary for Transport and Logistics Mable Chan said on Sunday that authorities have received more than 7,500 applications for a new combined taxi and ride-hailing vehicle written test. She called the number a “very good and positive” sign and added that the government hopes the changes will bring more competition and diversity for residents, and more choices for future drivers.

Hong Kong legalised ride-hailing earlier this year, requiring platforms, vehicles and drivers to obtain separate licences or permits. While the new regulatory regime took effect on August 3, the first licensed services are not expected to begin until later in 2026.

Chan said the operators that contacted the government include companies Hongkongers may have seen when visiting the mainland or parts of Southeast Asia, but she did not identify any of them or disclose how many made contact.
