East Harlem proposal would expand supportive housing to 762 units

The NYC Department of Housing Preservation and Development filed rezoning plans that would designate the block as a Mandatory Inclusionary Housing area for future redevelopments.

Commercial Observer reports that the New York City Department of Housing Preservation and Development submitted plans on Friday to rezone the block around 22 East 119th Street in Manhattan’s East Harlem, where an affordable and supportive housing complex is being expanded.

The filing would enable a project across three buildings totaling 762 units. The site is currently occupied by a six-story, 174-unit single room occupancy building used for supportive housing run by Volunteers of America–Greater New York for formerly homeless single adults, many of whom are veterans.

According to Commercial Observer, the proposal would apply city policy intended to avoid spot zoning by affecting the entire East Harlem block bounded by East 118th and East 119th streets, between Madison and Fifth avenues.

The requested amendments would also label the block as a Mandatory Inclusionary Housing area, meaning affordable housing would be incorporated into future redevelopments of privately owned buildings on the block, and the outlet notes that the change in site plans and potential impacts on surrounding buildings or timelines were not yet clear.

Commercial Observer adds that the project previously called for 700 units across two buildings, including a 23-story supportive housing tower and a 25-story affordable housing tower, and that spokespersons for HPD and Volunteers of America–Greater New York did not immediately respond to requests for comment.
