Ho Chi Minh City to pilot low-emission zone in July 2027

The plan would begin by restricting petrol and diesel vehicles in the core downtown and Thu Thiem area, then expand to Ring Road 2 from early 2029.

Ho Chi Minh City, Vietnam’s commercial hub, is proposing a low-emission zone that would gradually restrict petrol- and diesel-powered vehicles starting in mid-2027, according to reporting by SCMP Economy citing state-run Thanh Nien.

Under the proposal, the city would pilot the zone from July 2027 in its core downtown area and the new Thu Thiem urban area, covering roughly 930 hectares.

From early 2029, the low-emission zone would expand to within Ring Road 2, an area that already limits heavy trucks and sleeper buses from the inner city during certain hours.

SCMP Economy said the revised timeline is later than an earlier plan that targeted implementation this year, with authorities adjusting milestones to align with green transport infrastructure and give residents and businesses more time to switch vehicles.
