HB Reavis launches consultation for One Waterloo retrofit at Elizabeth House
The plan would cut embodied carbon by 75% versus conventional redevelopment and target net zero carbon in construction and operation.
HB Reavis has launched a public consultation on plans to transform Elizabeth House beside London Waterloo station under its One Waterloo proposals, shifting the site to a mixed-use development that includes hotels, homes, student accommodation, offices, plus retail and leisure space, according to Bisnow.
The developer is positioning the scheme around a retrofit-first approach that would retain much of the existing structure rather than demolishing and rebuilding it, saying the strategy would reduce embodied carbon by 75% compared with conventional redevelopment and help save around 100,000 tonnes of carbon.
HB Reavis also said the redevelopment would create a new gateway between Waterloo station and the South Bank while reducing construction disruption around critical transport infrastructure, and it is targeting net zero carbon in both construction and operation.
The proposed development includes two hotels, purpose-built student accommodation with 35% affordable units, build-to-rent housing with 35% affordable homes, and workspace where 10% of the space would be designated as affordable for small and medium-sized enterprises, with completion targeted roughly three and a half years after planning permission.
