Connecticut insurers seek 16%+ premium hikes for 2027 ACA plans

Insurers including Anthem, ConnectiCare, and UnitedHealthcare cited rising prescription drug costs and the end of enhanced ACA subsidies at the end of 2025.

Connecticut health insurers are seeking another round of double-digit premium increases for 2027 coverage under the state regulated ACA individual and small group markets. Insurance Business reports carriers have requested more than 16% average rate increases for individual policies and more than 17% for small group plans, with the Connecticut Insurance Department expected to issue final rulings in early September.

The filings name Anthem, ConnectiCare, and UnitedHealthcare, and a public hearing in Hartford on August 26 drew comments from residents, healthcare workers, and state lawmakers. Open enrollment for 2027 coverage begins October 23, and the plans under review cover only the individual and small group markets, excluding large group and self insured plans as well as public programs like Medicaid.

Insurance Business also reports the carriers tied their requests to rising prescription drug costs, higher demand for medical services, and the expiration of enhanced Affordable Care Act subsidies at the end of 2025. Those enhanced premium tax credits, introduced in 2021, had lowered monthly costs and extended eligibility to households above 400% of the federal poverty level, and the lapse at year end 2025 prompted carriers to reprice for a smaller, in many cases less healthy, enrollee pool.

In broader context, Insurance Business notes that KFF analysis of filings from more than 100 insurers in 19 states and Washington, D.C. found insurers requested an average premium increase of about 15% for 2026, the largest in seven years. Connecticut’s 2027 requests also exceed the 16.8% average increase the state already approved for individual plans in 2026, meaning the newer requests are not being stacked on a stable base.
