California sends package of housing bills to Gov. Newsom
The measures include ADU fee cuts and new rules that require cities to disclose infrastructure needs within 30 days of a housing application.
California lawmakers have passed a package of housing bills and sent them to Gov. Gavin Newsom, with changes spanning zoning, permitting, accessory dwelling units, and fees.
HousingWire reports the bills build on a broader effort since the start of the COVID-19 pandemic to loosen local control over density and speed up approval processes, while also aiming to prevent cities from stalling or circumventing those reforms.
Key provisions include steps to make ADUs easier and cheaper to build, with SB 1117 and AB 956 cutting fees and allowing homeowners to build two detached units instead of one.
On permitting and zoning, HousingWire reports SB 1014 would require cities to disclose infrastructure requirements within 30 days of a housing application and bars them from adding new requirements later in the process, while AB 2074 would allow seven large, transit-rich cities to permit high-rise housing near transit hubs, including Los Angeles, San Diego, San Jose, San Francisco, Sacramento, Oakland, and Long Beach.
