Russia’s crypto law takes effect, but broad access is delayed until 2027

The law places cryptocurrency within Russia’s supervised financial system from Sept. 1, yet ordinary investors and everyday crypto payments are still limited while the Bank of Russia finalizes rules.

Russia’s new crypto law took effect on Sept. 1, creating a legal framework that puts cryptocurrency within Russia’s supervised financial system. The regime is designed to support regulated investment and cross-border use through intermediaries such as brokers, exchanges, management companies, digital depositories, and organized trading venues, according to CryptoSlate.

However, investors cannot yet access the full market the law contemplates because the Bank of Russia is still completing key rules. Those include what specific cryptocurrencies ordinary investors can buy, how trading venues calculate prices, and what capital requirements digital depositories must meet.

The rollout is also staggered beyond Sept. 1. Firms have until July 1, 2027, to obtain licenses and bring their operations into compliance, and some provisions of the law do not take effect until July and September 2027, meaning the legal starting point does not equal immediate market availability.

Crypto payments are also not opened up for day-to-day purchases inside Russia. Bitcoin, stablecoins, and other cryptocurrencies remain prohibited for goods and services in Russia, while exporters and importers can use crypto for cross-border settlements, and non-qualified investors will face testing requirements and a ₽300,000 per year purchase limit per intermediary for eligible cryptocurrency, CryptoSlate reported.
