US Congress advances bill targeting open-source AI competition with China

The bill aims to encourage the use of US open-weight AI models and highlight risks tied to using Chinese counterparts.

The US Congress on Tuesday advanced a bill designed to position the United States as a leader in open-source artificial intelligence, an area where China currently holds an advantage, by pushing adoption of American open-weight models and warning about risks from Chinese alternatives.

The legislation was among several proposals moving through House committees that are aimed at China as tech competition between the two countries escalates.

The measure is centered on open-weight, or open-source, AI models, which are released freely online so users with suitable hardware can download and customize them for their own use.

Under the House process, congressional committees review bills line by line, debate changes, and vote on amendments before sending the package for a full House or Senate vote. According to SCMP Economy, the bill now advances to the next step in that legislative track.
