Florida’s homeowners get more insurer options as Citizens shrinks
Citizens, Florida’s insurer of last resort, cut its share to about 278,000 policies as nearly 20 private carriers entered or reentered the state, improving quote availability.
HousingWire reports that Florida’s private homeowners insurance market has reopened after years of contraction, giving buyers and agents more options for getting quotes and closing coverage.
The outlet links the shift to reforms that changed attorney fees, assignment of benefits, reinsurance support, and roof claim rules, which in turn helped insurers return to the state.
At the height of Florida’s homeowners insurance stress in 2023, Citizens held about 1.4 million policies, or 15% of the market, but by July 2026 it said it had roughly 278,000 policies, down about 80% from the 2023 peak.
HousingWire also quotes the Insurance Information Institute describing the industry as its strongest financial position in more than a decade, and says returning carriers have reduced the need for Citizens to act as the primary backstop.
