SCO adopts first declaration on nuclear safety amid Iran tensions

The Shanghai Cooperation Organisation said it wants practical cooperation on regulation, emergency response, and stopping illicit trafficking of nuclear materials, while saying nuclear security remains each state’s responsibility.

The Shanghai Cooperation Organisation has adopted its first dedicated declaration on nuclear safety and security, condemning attacks on peaceful nuclear facilities and setting out a framework for practical cooperation.

The declaration was adopted at the bloc’s 25th anniversary summit in Bishkek on Tuesday by leaders of all 10 member states, including China, Russia, India, Pakistan, Iran, and Belarus. It calls for stronger cooperation on nuclear regulation and emergency response, as well as efforts to fight illicit trafficking of nuclear materials, while reaffirming that nuclear security responsibility rests entirely with each state.

The SCO also underscored members’ rights to the peaceful use of nuclear energy under the Nuclear Non-Proliferation Treaty, according to SCMP Economy.

SCMP Economy said the move reflected converging factors including China and Russia’s interest in deeper cooperation, growing demand for safety frameworks as civilian nuclear programmes expand in Central Asia, and Iran’s full membership since 2023.
