Lower Manhattan population more than doubles since 2000
New housing and residents rose from 32,446 in 2000 to 70,761 in 2024, with the increase concentrated in the Financial District and Tribeca.
A report by New York State Comptroller Thomas DiNapoli says Lower Manhattan has undergone a “profound transformation” in the 25 years since Sept. 11, highlighting major socioeconomic changes in the area. The population increased from 32,446 in 2000 to 70,761 in 2024, outpacing overall growth in Manhattan, according to DiNapoli’s office. DiNapoli attributed the change to several factors, including a more diversified business community, an expanding tourism sector, and major investments in public transportation, as well as the emergence of a 24-hour neighborhood. The report says the area’s housing more than doubled since 2000, with units rising from 21,337 in 2002 to 46,194 as 2026 began. It also links the housing growth to zoning changes and to conversions of office buildings for residential and ground-floor retail use.
