Russia bans bitcoin payments but expands access to the digital ruble

The digital ruble has supported domestic transactions since September 1, while Russia legalized cryptocurrency circulation under limits for retail investors.

Russia is not allowing bitcoin to be used for payments, but the government is moving ahead with its own central bank digital currency, the digital ruble. Bitcoin Magazine reports that Prime Minister Mikhail Mishustin linked the digital ruble to building a “convenient, fast, and independent payment infrastructure.”

According to a Tuesday report cited by Bitcoin Magazine, Russia’s digital ruble has been available for transactions since September 1. The coverage attributes the initiative to Mishustin and frames it as part of the country’s broader payments infrastructure plan.

Bitcoin Magazine also points to Russia’s recent crypto regulatory push. President Vladimir Putin signed a law in August that regulates the circulation of digital currencies and digital rights, including requirements that only registered entities can operate as exchanges and limits on crypto retail investors.

The article says the August law limits retail investors to trading bitcoin and other liquid cryptocurrencies up to 300,000 rubles, or $3,556, per year, while qualified investors face no restrictions. It also notes that U.S. President Donald Trump signed an executive order in 2025 prohibiting federal agencies from establishing, issuing, or promoting a CBDC.
